ZEROHEDGE: The Backstory to the Russia-Ukraine Confrontation: The U.S. and NATO Encirclement of Russia

The American press portrays Putin as being the bad guy and the aggressor in the Ukraine crisis.

Putin is certainly no saint. A former KGB agent, Putin's net worth is estimated at some $40 billion dollars ... as he has squeezed money out of the Russian economy by treating the country as his own personal fiefdom. And all sides appear to have dirt on their hands in the Russia-Ukraine crisis.

But we can only see the bigger picture if we take a step back and gain a little understanding of the history underlying the current tensions.

Indeed, the fact that the U.S. has allegedly paid billions of dollars to anti-Russian forces in Ukraine - and even purportedly picked the Ukrainian president - has to be seen in context.

Veteran New York Times reporter Steven Kinzer notes at the Boston Globe:

From the moment the Soviet Union collapsed in 1991, the United States has relentlessly pursued a strategy of encircling Russia, just as it has with other perceived enemies like China and Iran. [Background here, here and here.] It has brought 12 countries in central Europe, all of them formerly allied with Moscow, into the NATO alliance. US military power is now directly on Russia’s borders.

“I think it is the beginning of a new cold war,” warned George Kennan, the renowned diplomat and Russia-watcher, as NATO began expanding eastward. “I think the Russians will gradually react quite adversely, and it will affect their policies.”

Stephen Cohen - professor emeritus at New York University and Princeton University who has long focused on Russia - explained this weekend on CNN:

We are witnessing as we talk the making possibly of the worst history of our lifetime. We are watching the descending of a new cold war divide between west and east, only this time, it is not in far away Berlin, it's right on Russia's borders through the historical civilization in Ukraine. It's a crisis of historic magnitude. If you ask how we got in it, how we got into the crisis, and how therefore do we get out, it is time to stop asking why Putin - why Putin is doing this or that, but ask about the American policy, and the European Union policy that led to this moment.

I don't know if you your listeners or views remember George Kennan. He was considered [a] great strategic thinker about Russia among American diplomats but he warned when we expanded NATO [under Bill Clinton], that this was the most fateful mistake of American foreign policy and that it would lead to a new Cold War. George lived to his hundreds, died a few years ago, but his truth goes marching on. The decision to move NATO beginning in the 90's continuing under Bush and continuing under Obama, is right now on Russia's borders.

And if you want to know for sure, and I have spent a lot of time in Moscow, if you want to know what the Russian power elite thinks Ukraine is about, it is about bringing it into NATO. One last point, that so-called economic partnership that Yanukovych, the elected president of Ukraine did not sign, and that set off the streets - the protests in the streets in November, which led to this violence in and confrontation today, that so-called economic agreement included military clauses which said that Ukraine by signing this so called civilization agreement had to abide by NATO military policy. This is what this is about from the Russian point of view, the ongoing western march towards post Soviet Russia.

Both John Kerry's threats to expel Russia from the G8 and the Ukrainian government's plea for Nato aid mark a dangerous escalation of a crisis that can easily be contained if cool heads prevail. Hysteria seems to be the mood in Washington and Kiev, with the new Ukrainian prime minister claiming, "We are on the brink of disaster" as he calls up army reserves in response toRussian military movements in Crimea.

Were he talking about the country's economic plight he would have a point. Instead, along with much of the US and European media, he was over-dramatising developments in the east, where Russian speakers are understandably alarmed after the new Kiev authorities scrapped a law allowing Russian as an official language in their areas. They see it as proof that the anti-Russian ultra-nationalists from western Ukraine who were the dominant force in last month's insurrection still control it. Eastern Ukrainians fear similar tactics of storming public buildings could be used against their elected officials.

Kerry's rush to punish Russia and Nato's decision to respond to Kiev's call by holding a meeting of member states' ambassadors in Brussels today were mistakes. Ukraine is not part of the alliance, so none of the obligations of common defence come into play. Nato should refrain from interfering in Ukraine by word or deed. The fact that it insists on getting engaged reveals the elephant in the room: underlying the crisis in Crimea and Russia's fierce resistance to potential changes is Nato's undisguised ambition to continue two decades of expansion into what used to be called "post-Soviet space", led by Bill Clinton and taken up by successive administrations in Washington. At the back of Pentagon minds, no doubt, is the dream that a US navy will one day replace the Russian Black Sea fleet in the Crimean ports of Sevastopol and Balaclava.

Vladimir Putin's troop movements in Crimea, which are supported by most Russians, are of questionable legality under the terms of the peace and friendship treaty that Russia signed with Ukraine in 1997. But their illegality is considerably less clear-cut than that of the US-led invasion of Iraq, or of Afghanistan, where the UN security council only authorised the intervention several weeks after it had happened. [Indeed, top American leaders admit that the Iraq war was for reasons different than publicly stated. And the U.S. military sticks its nose in other countries' business all over the world.  And see this.] And Russia's troop movements can be reversed if the crisis abates. That would require the restoration of the language law in eastern Ukraine and firm action to prevent armed groups of anti-Russian nationalists threatening public buildings there.

Again, we don't believe that there are angels on any side.  But we do believe that everyone has to take a step back, look at the bigger picture, calm down and reach a negotiated diplomatic resolution.

The Turkish Air Force scrambled eight F-16 fighter jets after a Russian surveillance plane flew parallel along its Black Sea coast, the military said on Tuesday, amid increased tensions between Russia and the West over Ukraine.
   
The incident occurred on Monday and the Russian plane remained in international airspace, according to a statement on the website of the military General Staff.
   
Ukraine's Crimea peninsula, which juts into the north of the Black Sea, is at the centre of the current standoff between Russia and Ukraine's new pro-Western government. NATO member Turkey forms the southern coastline of the Black Sea.

(Reuters) - Jailed Venezuelan opposition leader Leopoldo Lopez urged sympathizers on Monday to maintain street protests against President Nicolas Maduro as the country's foreign minister prepared to meet the United Nations Secretary General.
Lopez, who was arrested on February 18 after helping launch a nationwide protest movement, demanded top officials including the interior minister resign over the use of force against demonstrators in violence that has killed at least 18 people.
"We must continue the peaceful struggle. There is no reason to give up our fight," said Lopez in a message read in a video posted online from an undisclosed location by a party colleague who is also wanted in connection with the unrest.
"They will never defeat those who refuse to give up."
Opposition leaders called for another march on Monday after bringing thousands onto the streets on Sunday, despite the Carnival holiday that usually draws Venezuelans to the beach.
Several thousand people gathered in the well-heeled Las Mercedes district of Caracas and marched to the local office of the Organization of American States.
Protesters in the wealthier east of the capital have clashed nearly every day with National Guard troops in confused melees that generally kick off in the early evening.
The demonstrators set up improvised barricades of debris and burning trash that are usually cleared by the next day.
There are no signs that the unrest, which Maduro excoriates as a U.S.-backed coup effort, could overthrow his government or force him to resign, despite widespread discontent with soaring inflation and rampant crime.
DIPLOMATS AND MOVIE STARS
Venezuela's Foreign Minister Elias Jaua, who met on Monday with U.N. Secretary General Ban Ki-moon in Geneva, said the protests were not peaceful demonstrations but rather dangerous and vandalistic disruptions of public order.
"Venezuela's people have been subjected to a continuous attack over the last month that seeks to make the state look like a human rights violator," Jaua said in a speech.
"They are trying to paint a picture of generalized chaos and indiscriminate repression to justify a foreign intervention in our internal affairs."
The U.N. said in a statement that Ban expressed hope for reduced tensions and the possibility for dialogue.
The continuing protests have helped motivate the opposition, and even prompted solidarity from Hollywood stars including Jared Leto and Kevin Spacey during Sunday's Academy Awards.
Anti-government street activism during 2002 helped briefly topple socialist leader Hugo Chavez, who died a year ago from cancer, but similar efforts afterwards failed miserably.
A two-month national strike launched that same year which included marches almost every day ended up bolstering Chavez and weakening the opposition.
Protests in 2004 that were nearly identical to those of today helped the government paint its rivals as saboteurs willing to do anything to seize power.
The current protests are facing both natural attrition and criticism from within opposition ranks, especially the tactic of improvised street barricades.
INTERNAL DISSENT
One recent video filmed in the central city of Valencia shows opposition sympathizers in a well-to-do neighborhood attempting to clear debris from a road, while exchanging insults with residents who insist on restoring the barrier.
"How many diseases are produced by this?" asks one woman standing in an ash-filled street blocked by wooden pallets and concrete rubble. "If we're going to talk about politics, who voted for this? I didn't."
"What could be more of a dictatorship than what they're doing here?" chimes in a second angry neighbor.
Another woman is seen bleeding from a slash in her forearm, apparently after trying to move metal debris from the barricade.
Maduro sought to take the wind out of the demonstrations by extending the four-day Carnival holiday to six days, though politics has permeated many visits to the beach.
Opposition sympathizers filled social networks with pictures of empty beaches, while state television broadcast footage of festive revelry and traditional costume parades.
Mock tombstones and crosses were set up on a beach in the wealthy eastern town of Lecheria. Local media said they were removed by the pro-Maduro state government, then set up again by opposition stalwarts.
On Sunday night security forces clashed with protesters in Caracas' posh Plaza Altamira, a frequent focus of rock-throwing rallies. National Guard troops, seeking to dissuade the demonstrators, blared Venezuelan folk music for several hours through loudspeakers mounted on a truck.
Cybernauts at the same time lobbied movie stars on Twitter to speak out about the situation at the Oscars, intermingling images of teargas clouds rising from the plaza with shots of Hollywood actors in black-tie garb on the red carpet.
The security response to protests has become the primary motivation for demonstrators, overtaking complaints about Venezuela's ailing economy.
Annual inflation reached 56 percent last year and the central bank's index of product scarcity recently hit a record high, even though the price of oil, the country's main export, has remained in a comfortable range of $100 per barrel.
Maduro decries an "economic war" backed by Washington, but his critics say the situation is the result of a failed system of currency controls and nationalizations that have strangled the private sector and left the economy dependent on dozens of bloated state-run enterprises.

About a dozen Russian soldiers at the base warned the Ukrainians, who were marching towards them without any weapons, not to get any closer.
They fired several warning shots into the air and said they would shoot the Ukrainians if they continued to advance.

The Ukrainian forces were led by Colonel Yuli Mamchor, commander of the Ukrainian military garrison at Belbek, who was seen speaking to gun-wielding Russian troops at the air base.
The stand-off comes as Vladimir Putin ordered thousands of Russian troops participating in military exercises near Ukraine's border to return to their base.

 

But the Russian president showed no signs of loosening the stranglehold on the Crimean peninsula, openly defying the threat of diplomatic and economic sanctions from world leaders.
He later described events in Ukraine as an 'anti-constitutional coup and armed seizure of power' at a press conference this morning, adding that 'militants' had plunged the country into 'chaos'.
Putin added that there is currently no need for Russian troops to extend further into Ukraine than Crimea, but he has not ruled out doing so.
Russia reserves the right to use 'all means' to protect citizens in Ukraine, he told a news conference.
Putin added that if Russian-speaking people in eastern Ukraine asked for help, then Moscow would respond, saying: 'If we see this anarchy beginning in the eastern regions we reserve the right to use all means'.
He also insisted that that ousted Viktor Yanukovych was still the legitimate president of Ukraine, accused the West of encouraging the street protests that had ousted him, and added that Yanukovych would have been killed without Russia's help.

Ukraine's new Prime Minister Arseniy Yatsenyuk will meet EU leaders on Thursday ahead of an emergency summit the same day on the crisis in his country, EU President Herman Van Rompuy said.
EU leaders 'will discuss situation in Ukraine with PM Yatsenyuk in Brussels Thursday prior to extraordinary summit,' Van Rompuy said on Twitter this morning.
Earlier in the day, two Russian warships on their way to Crimea passed through Istanbul's Bosphorus straits.
The Saratov and Yamal warships, which are usually based in the Mediterranean, were seen sailing unaccompanied through the Marmara Sea before entering the straits at around 7.30am local time. 
At the same time as the Russian warships headed towards the Crimea, a Ukrainian ship called 'Hetman Sahaidachny entered the straits at Canakkale in Turkey.
The head of Ukraine's security service also this morning suggested the country has come under a number of cyber attacks from illegal telecommunications equipment installed in Crimea since Russian troops moved into the region.
Valentyn Nalivaichenko said the mobile phones of lawmakers had been hit by the cyber attacks.
The Kremlin, which does not recognise the new Ukrainian leadership, insists it made the move to protect millions of Russians living in the region, with Moscow's UN envoy adding that ousted president Viktor Yanukovych had asked the country to send troops across the border.

Although the Russian president has kept his silence on the crisis, his foreign minister said Russian troops were protecting people from ‘ultra-nationalist threats’ and would be staying put.
Justifying military action, Sergei Lavrov said: ‘This is a question of defending our citizens and compatriots, ensuring human rights, especially the right to life.’
The disclosure of ousted President Viktor Yanukovych's support for Russian military intervention was made at the third emergency meeting of the U.N. Security Council since Friday.
Moscow's UN envoy Vitaly Churkin told a Security Council meeting Yanukovych wrote to Putin on Saturday requesting Russian troops be sent into Ukraine.
It came amid fears that the Kremlin might carry out more land grabs in pro-Russian eastern Ukraine.
Russia faced demands from almost all council members to pull its troops out of Crimea and got no support for its military action from close ally China.

On his Facebook page Evromajdana activist Michael Swan wrote that Viktor Yanukovych died in the Rostov hospital

Evromajdana, a human rights activist Mikhail Lebed announces the death of the former President of Ukraine Viktor Yanukovich, of a heart attack, wrote the left coast.

Swan refers to a friend from Rostov Institute of cardiology.

"The Only thing about this on the phone told me a friend of Rostov Institute of cardiology. Ânyka brought back about 11 a.m. March 3 with a heart attack, and an hour later he died, "says Swan in Facebook.

David Cameron: "What we want to see is a de-escalation"

Diplomatic, political and economic pressures will be put on Russia to send a "clear message" about its actions in the Ukraine, David Cameron has said.

The prime minister was speaking after Russian forces reportedly set a 03:00 GMT deadline for Ukrainian forces in Crimea to surrender or face attack.
The international community has warned Russia of reprisals if it does not pull its forces back and reduce tensions.
Vladimir Putin has said Russia reserves the right to protect its interests.
Mr Cameron spoke to German Chancellor Angela Merkel and French President Francois Hollande about the crisis on Monday.
Downing Street said they had agreed they "should speak with one voice and send a clear message to Russia that its actions in Ukraine were completely unacceptable".
Meanwhile, an official document says the UK government will not curb trade with Russia or close London's financial centre to Russians as part of any possible package of sanctions against Moscow.
The document, which was photographed as a senior official carried it into a meeting in Downing Street, says "the UK should not support for now trade sanctions or close London's financial centre to Russians".

WORLD: Washington urges Moscow to 'de-escalate Ukraine crisis', suspends military cooperation

The United States has suspended military cooperation with Russia because of its military intervention in Ukraine, the Pentagon said Monday, urging Moscow to "de-escalate the crisis."

"We have, in light of recent events in Ukraine, put on hold all military-to-military engagements between the United States and Russia," spokesman Rear Admiral John Kirby said in a statement.
The suspension covers "exercises, bilateral meetings, port visits and planning conferences, Kirby said. 
The United States is closely monitoring the crisis and calls on "Russian forces in Crimea to return to their bases, as required under the agreements governing the Russia Black Sea Fleet," he said.
